AdWords API Re: need specific error messages from Google

I'm not getting 21. I am catching an exception that was thrown by the
Google function call. The message from this particular exception reads
"The
keyword or creative content violates one or more ad policies." I'm not
getting a response object like the documentation states because I
immediately enter the catch part of my code after I call the function.
Should I not catch exceptions thrown by Google API functions?
