This link shows that your site is in Google's index:

It is just (I assume) that it is not highly ranked, and not for that
search in particular.

No you don't. Google (xml) Sitemaps don't particularly help a site's
page rank: it just helps google to find your pages more quickly or more
reliably. But that doesn't seem to be your problem since it's finding
your pages anyway.

That is most likely the immediate cause of your problems. Google's Page
Rank is based in a large part on the number and 'quality' of inbound
links *to* your site from relevant pages that Google already ranks
highly.
If you can do anything to get some more relevant, quality inbound links
from other sites, that will almost certainly improve things.
The other thing you'd benefit from is a complete re-write of your site!
(By someone who understands HTML & CSS.) It looks like you're using
FrontPage, which produces terrible HTML. That is not helping Google to
get at your content. Google needs logically structured text content to
be able to work what your site is about in order to know how to rank you
for different keywords.
I'm not sure that's what you want to hear!
