There are several possible problems with this:

Is the whole envelope really surrounded by a <log> ... </log> element,
or is that an artifact of the method you're using to collect this
message? If it's really surrounded by <log>, then it's not correct
SOAP.

Not sure if Google's parser will work out what to do with the WSA and
WSSE elements, but hopefully it should ignore them.

Budget is $0.50. Try a daily budget of a few dollars.

Your adverts won't appear anywhere! At least one of these should be
true, probably both of them.

As a last resort, you might try some targeting, or if possible, just
omit these elements completely.
