To learn more about tar, read the manual page in Linux. Always get use
to read the manual page of unfamiliar command in Linux/Unix and most
probably you can understand at least what you want. To read manual page
of tar, just type
man tar
It will describe you how to use tar command.
And also as Mike has said; most time you may use configure, make, make
install to install .tar applications. Not like in Windows, most
Unix/Linux applications come as source code so that any one can
understand the code. Therefore you must start from the source code, you
have to compile the source code and create binary files. But in
windows, to install an application you just execute the binary or
executable file.
Before compile the source code you have to use configure command to set
various settings. To compile the source you may use make command and to
install the application you may use make install. It is better to
understand what you are doing rather than just doing it.

you are doing. And if you are more interesting what this make also you
can just try this tutorial, http://mrbook.org/tutorials/make/. It is so
simple and best for beginners.

Oh.. so you say to install any application under Linux, does one has to go through configure->make->make install
Is it so strict ?
