Sorry for the confusion. I think you would require approximately 900
MB extra space for zoom level 2 (four times zoom level 3).
I have found aerial photos (JPEGs) expand & contract pretty well for a
couple of zoom levels but maps (PNGs) look awful because of the
printing.
What is your private set if tiles ? Is it publically accessable ?
Would you be willing to let me display your tiles in a demonstration ?

Recently, I have added the ability to sort & select by city & zipcode
within a state. The animation feature is still very crude but at least
it has stopped crashing. I plan to improve it. You will be able to
specify way-points along a route. It will "fly" your route for you in
"autopilot" mode.
The eventual plan is to give people something to use if their
application falls outside the TOS restrictions. Everything will work
off-line if your hard drive contains the tiles.
I am limited in what I can display because of the various TOS.
Terra-Server is public domain. It is legal. Yahoo says private
non-commercial use is OK. Virtual Earth & Google are both supported
but disabled to avoid legal troubles.
