googlebot can find many links on one page. It has to analyse them, sort
them clean duplicates, etc... so I think you can consider everything
queued in a way and not crawled on the fly.

Changes in your site structure can be compenstated for by redirecting
old URLs to new ones, etc. So, keep doing whatever you need to be doing
and make sure that old inbound links actually get where they are
supposed to.
