Okay, I give up,
Why are highway exits not marked on the maps?

If you mean 'why aren't exit numbers marked?' (they are on, say,
Mapquest), it's a good choice. Several surveys from the US FHWA show
that less than 40% of drivers find exit numbers to be useful on written
directions, and less than 30% use exit numbers when giving out
directions. So why clutter the map with information that 60-70% of
people won't find useful?

But, of course, the real reason may remain an eternal mystery until
exit numbers suddenly show on the map one day.
