AdWords API Re: Link Two MCCs to an AdWords Account

After linking an account to an MCC as API only, a call to
getClientAccounts() does not return this account in the list. Is this
expected behavior?

If an account is linked as API only, will that account have data in an
all account MCC level custom report through the API?
