They should be in the API, available through getAllCreatives, with the
"disapproved" field set to true. Getting the reason for disapproval
seems to be harder: we get an email when creatives are disapproved
which we currently process by hand -- not ideal. There's no way to
just get disapproved creatives across the whole account either: you
have to go into each ad group and fetch all the creatives and check
them.
