AdWords API Re: splitting the quotas between my linked clients

Ok, this works. But its a lot of work to implement this.
I want to create a Windows software to manage+optimize Adwords
accounts. I know, the adwords accounts owner buy this software only if
the software respect their privacy. That means, I can not log the
spending for each client and send+store it to my Internet server. (I
don't want to create a Adwords account spy.)
What can I do? Isn't it possible to create a Adwords APS
shareware/freeware? (Another problem is the manual account linking...)
