[lug] Moderating New Users

This group is now moderating new users... I am not quite sure how
Google Groups defines a new user. But I find most of the groups spam
comes from people who join on that day. I will not be rejecting any
messages except those that look like SPAM. If there is an oversight I
applogize a head of time.
