Google also has a responsibility to respect local laws. It may be that
in certain countries there are more "oppressive" laws regarding what
content may be viewed and -- rather than be banned by the state -- they
choose to be more cautious about allowing content to be viewed.
It could also be a technical issue; maybe they don't have the
infrastructue to serve up something as bandwidth-intensive as google
video in certain regions yet. Or maybe it takes time for videos to
propagate to all the various data centres around the world.
