A Web hosting company telling you that you cannot upload an empty file
with a .html extension is a joke. Probably just a misunderstanding: did
you confuse sitemap file (XML) and verification file (HTML) in your
communication with the hosting service? If the issue is the empty file,
just create a text file with a few characters, rename it to
"google123...90.html" (use the correct verification file name from your
verification page and make sure you don't copy a leading space with the
file name), and upload it.
