Hybrid layering problems in IE

The layering issue in Hybrid maps in IE seems to have gotten worse (or
maybe it is just another error in the latest release of the API). At
all zoom levels the "map" tiles that say "We are sorry, but we don't
have imagery at this zoom level for this region. Try zooming out for a
broader look." are visible. This is in IE 6.0.2900, in Firefox 1.0.7 I
don't see these tiles.

I don't think the issue with the hybrid road "lines" was ever fixed for
IE. Is this another problem in the same class?
