I have it set to *not* bring the interface up during startup, however,
the little green light on the X40 that shows if the wireless device is
on or off shows that it is powered. That's the part that concerns me,
since even though the OS might not be using it, there's still power to
the device - eating my battery!

Do those solutions you listed change the electrical state of the device?
