Plugin ratings

Google needs to add a plugin rating system for the users to the GDS
Plugin System.

One thing I really value about most plugin sites are the rating systems
that the users are able to post too. I know that google is just
getting started in this stuff, but the GDS is quite useful and there
are already plugins out there for it, actually quite a few. To the aid
of the masses Google should integrate a user-based rating system for
each GDS Plugin. You know, the 5-stars, list of helpful *rated
reviews*, sorted by most downloaded, sorted by most highest rating, you
know the the whole thing.

If someone else hasn't requested it, I would like to.
