DVD quality Mpeg-2 results in very, very large files.  Large files lead to much higher probability of a problem during uploads.

You would be much better off if you went to an MPEG-4 encoding at about 1-2 Mbits/second.

When you don't get accepted, what happens? "upload failed"? Just never
goes live? Or do you get a message/email saying it's rejected?

I get a lot of "Upload failed"s in the process of every
finally-successful upload.
