Actually I should clarify...

The new server is a Tomcat server. It serves JSP and SHTML content.

The OLD pages (the ones that I want to return 301s and redirect) are
htm pages. So I wouldn't be setting an HttpServletResponse header, I'd
need a way for Tomcat to return the 301 and then redirect from an .htm
page.
