Yes. %22 is the url encoding of a double quote (").

Almost certainly it is Excel that is adding double quotes *before* your
file is uploaded. Then froogle is helpfully trying to url-encode them,
and finally it notices that your url doesn't start with http://, so it
adds it.

Get rid of the double quotes and/or stop Excel producing them in the
first place, and I suspect it will work fine.
