Ok it seems obvious now that Google has no intention of this kind of
use, this would be a violation of the TOS (clear or not).

Beware the obvious: only use google maps in a web-app-context,
not-for-profit, for-browser-only access, and not unless you have an
always-on internet connection.

So advertising seems the only way to generate revenue, using ad-words.

I think MSN or Yahoo might have a fighting chance if they flipped this
TOS on their end to allow alternative use, but copyrights really are
the brunt of the issue.
