Not true. It's all just text, and doesn't need XML/HTML encoding.
Literal quotes and percentage signs work fine in descriptions. All
sorts of exotic characters work fine as long as you generate UTF8 text.

Putting special characters in urls would need (percent) encoding, but
this isn't an issue here and the urls are valid.
