you're way off base here...

I've used several pretty big hosting providers and all of them offered
shell access, mod_rewrite and htaccess, among other things... they
also offer cron jobs, editing of DNS zone files and so on

if the features aren't available, I see that a sign of the
administrators incompetence, not the other way around.
