I seriously doubt that it is specific to being in Rio de Janeiro.
Perhaps there is a virus/spyware going around that is causing some
parts of explorer to become corrupt?

I'd suggest virus/spyware scanning/removing, along with a clean
reinstallation of IE, if it doesn't fix itself after virus/spyware
scanning.
