I personally find this to be a serious liability for the GMail program.
I have also discovered that there is no "redirect" function either.
Both of these features are employed by most high quality MUA's. I
believe it would behoove Google to consider their implementation into
there mail system.

I have never found Outlook's support for this function either (although I haven't been looking and IMHO Outlook isn't particularly high quality as MUAs go - I prefer KMail).  As it is just a recommendation then I don't think that it is necessary, and I think that anybody who wants to forward an email will not be particularly bothered about the lack of a Redirect or Forward as Attachment functions.

I think that it is a loss, however, if GMail does not support the receiving of these attachments, as your post seems to suggest, as many users of other MUAs might want to forward messages as attachments.
