startx is used to start the X server..
what u are trying to do is open another X server with one already
running...
this will not work.
in this case what u need to do is configure another virtual terminal to
start another X server.
u will be running 2 X servers simultaneously..
mind u u need loads of RAM to run 2 X servers..

to change the window manager use "switchdesk window-manager-name"
