No one knows windows *that* well - not even those who make it (which
is most likely why it doesn't work).
.tar is a compression, like .zip. The app will most likely be in the
.tar, and what you need to do is unpack it to a folder and read the
readme file. It should tell you how to install. However, you really
should apt-get into things, since apt-get (or one of it's GUIs, like
Synaptic, Aptitude, Adept, Kpackage) prevents you from breaking your
system by checking dependencies.
BTW: I think you mean "Linux," as it "Linus' Minix." Should you be
making a more general statement, *nix is the notation accepted by most
I know of.
