Obtaining specific high res. images of places

Is it possible to obtain high res. images of cities that do not
currently have the high res. zoom capabilities? I would love to look at

Accra, Ghana with the same quality that I can look at New York, but it
is not mastered yet. Does other versions have more places mastered? Are

new places mastered and added regularly? Are any products available
that have everything mastered at high res.?
