When using "from:" and "to:" you do need to include the ":" separator
(which will appear as %3A when used in a URL).

This, with the first %3A added, works:

http://maps.google.co.uk/maps?q=from%3A+seamark+close,+monkton+to%3A+elm
s+avenue,+ramsgate&f=d&hl=en

The folllowing format also works and is easier to generate from a HTML
form, since you can offer a separate <input> field for each address fire
the whole thing off the Google without having to glue the from and to
addresses into a single query field.

http://maps.google.co.uk/maps?saddr=seamark+close,+monkton&daddr=elms+av
enue,+ramsgate&f=d&hl=en
