The API is based on longitude and latitude coordinates, so in order to
do pretty much anything automatic, you need to have your addresses
geocoded. This isn't as big a deal as you might think, so you should
first check into that and set your database up with that information.
Once you have that, you can create polylines to show the boundaries of
your territories.

As far as determining if an address falls within a territory (you said
boundary, but I assume you mean a polygon area) you'll need to do some
sort of server based processing, unless it's fairly simple. I have this
capability built into my zip code and other polygon based maps, and
it's not trivial unless you have a spatially enabled database. If you
do, then it's not a big deal. Spatially enabled databases include
postgreSQL, postGIS, some versions of MySql and several others. If you
are unsure, check the documentation for geometric functions or
something of that nature.
