No, those are both normal 'straight' quotes where the opening quote is
the same as the closing quote. With curly quotes the opening character
is different from the closing one. (My primary school teacher used to
call them little 66s and 99s.) Curly quotes are better typographically
speaking, but they're not in the ASCII character set so text encoding
becomes an issue.
It was just a guess; you probably aren't using them! Some programs
automatically convert straight quotes to curly ones as you type, and
because they're fairly standard punctuation people don't think of them
as special characters where encoding makes a difference.
The question marks in your feed won't be completely at random. See if
you can spot which characters in your feed they're replacing...
