can't find where you are talking about, how about a link ?
maybe they use a standard tile for water areas in satellite mode to
save on storage space, and it's just using one of those for the area ?

Deliberately inserting bad data into maps is no urban myth. Ordnance
Survey recently sued the AA because they caught them copying data. OS
had inserted a non-existant road into one of their maps and the AA
copied it for their road atlas.

I would imagine this is not the case though, typically things are
added, not removed.
And typically they are dead end streets etc, so as to not affect
routing algorithms.
