Your website does not return the HTTP response
404 (Not Found) for a non-existent URL,
but it redirects to a page that gives HTTP response 200 (OK).
Google cannot know if your verification file is really on
your server, because it gets the same 200 (OK) HTTP response
for all URLs on your website, if the page exists or not.
If you can, change this, for your website to
give the HTTP repsonse 404 (Not Found) for a
non-existent URL.
