My guess is that they key's main purpose is so prove that you've ticked
the "I have read and agree with the API terms and conditions" box on the
signup page. You can't come back later and claim not to know that you've
granted Google the right to use your brand logos and trade marks to
advertise their service:

If Google just wanted to count how many times your site has displayed
maps, they could easily do that without requiring a key.
