This has happened to me, but perhaps in different circumstances. I
created, verified and submitted a sitemap for a web site I manage in a
subdomain. It's actually a subdomain of htp://home.btconnect.com - the
way this ISP (and hundreds of others) works is to assign subdomains off
their root for web hosting customers. The original release of the
sitemaps code let you verify a subdomain - now it stoically (and rather
stupidly) insists I get access to the root - which I doubt British
Telecom will grant!

So you can't verify a site that's a subdomain. Period - permanent
restriction. Circumvention? Register your own domain name and further
pollute the planet's domain nameservers.
