Because the counterexample.org version has two buttons, you're far less
likely to just type in the address and hit return.

In your example, there's only one button, so you're more likely to hit
return than to actually click the button with the mouse.

On both pages, hitting return just reloads the current page with the
form contents appended to the URL.

[Because there's no onchange function set up on the <input>, the
"action" attribute of the form is invoked when you hit return in the
only <input> box. But there isn't an "action" for the form, so it treats
it as if the action was set to the current URL.]

You're probably so familiar with hitting return being treated the same
as clicking the submit button that you don't notice that you sometimes
do it one way and sometimes the other, and blame the failure on the
browser.
