AdWords API Re: Duplicate keyword quota issue

I checked the response soap and there is a quota cost when you upload a
duplicate keyword even though the API simply returns the original
keyword ID, meaning that no new keyword was created and the original
one was not deleted.

Can this be fixed so that no quota points are utilized?
