AdWords API Re: splitting the quotas between my linked clients

"We encourage developers to build products and services that they make
available to AdWords advertisers through shareware or through paid
fees. "

That may have been true at one time. Based on the current Terms of
Service, this is the LAST thing they want.

At least one shareware developer, after spending several months working
on a product, stopped accepting new registrations, because he concluded
that to do so would violate the new TOS.

Under the new TOS you aren't supposed to distribute software that
people can use by plugging in their own developer token.

And it just isn't practical for a developer of a freeware or shareware
package sold at low cost to comply with the new terms. They either have
to give each customer source code, and call it a "custom application
for internal use" (which it isn't, so it's uncleear that giving the
customer the source code would relaly comply with that provision), or
else they have to put up $20,000/month, pay for quota as well, and get
into the business of selling quota to their customers.

Who is going to pay Google $20,000 a month to give away software for
free?

IMO, freeware/shareware for Adwords is dead until/unless the TOS
change.

I hope they get this straightened-out soon.
