AdWords API what is the exemptionRequest field in Keyword/Criterion used for?

I've tried using this field to send an exception request but haven't
been able to change the status of my disapproved keywords. According
to the API, this field isn't being honored for adding/updating
keywords...only for adding/updating creatives. Will this
exemptionRequest field be honored in the future? If not, why is it
part of the Criterion structure?
