The first paragraph of the ToU prohibits displaying the map tiles
outside the browser. You are equally prohibited from grabbiing the
tiles and displaying them outside the API.

So if you want to respect the ToU then I guess you are stuck with
javascript. Google may be understanding towards any java applications
which generally act in the same way as the javascipt API, but I
seriously doubt they will be understanding towards grabbing the images
and displaying them as such.
