Robots.txt error

Heya,

I had my site verified ages ago and all was fine.

I resubmitted my site, and now am asked to verify. Fair enough, I have
done this before and it has been fine...

But now I am getting error:

NOT VERIFIED
We were unable to access the verification file due to a restriction in
robots.txt

It is weird as I have tried removing the robots.txt file... same
error.
I have made the pages on my site INDEX, FOLLOW
I have since re-added robots.txt and it looks like this:

User-agent: *
Disallow:

User-agent: Googlebot
Disallow:

I do not know what is going on? I am pretty sure it isn't an error on
my end as I didn't change anything?

Google any help is appreciated to get the show back on the road for me
