I think using fdisk you cannot do this without data loss. I am not sure
if any option is available. If there is some body who knows well may
drop another mail here.
I suggest you to use parted command. I have done it, but couple of
years ago, just for fun. It was successful. This

is the link. But you cannot do it if your windows part ion were NTFS.
Luckily since it is FAT32, exactly you can do it. What you want is
enough disk space to store the data compactly.
