I'm missing two things:

a) The requirement to maintain the verification file. I can't see what
logic requires this, and I think a note in an obscure blog barely
counts as adequate documentation.

b) The requiremet that it be in lower-case. Experimental evidence (my
logs) tells me Google hasn't asked for the original since September,
and has suddenly started looking for a lower-case version without
telling me either on the sitemaps web pages or via a webmaster@ email -
which would be the appropriate netiquette.
