Sitemaps - What Am I NOT doing?

I am sooooooo frustrated. I have gone so far as to delete everything
and start over.

I have uploaded my new sitemap (made in sitebuilder) to my server. I
have put the googlexxxxx.html on my server (made in notepad).

I still get unable to verify when I go to my sitemap page on google.

I was verified awhile back (early November), I have upgraded my
sitemap.xml AND now I'm told I can't be verified. I have gone back to
my old sitemap and still can't be verified - so not sure what to do.

ANY and ALL help will be greatly appreciated.
