apostrophe's - "'"

It looks to me like the reader isn't qualifying &#39 (ampersand pound
39) and is parsing it as &#39. Doesn't seem like it should be doing
this to me, that is a valid HTML 4.01 Entity. Is it appropriate to
include entities such as this as well as ASCII and extended ASCII
entities in XML?
