I may be overlooking some details here, but why not just enter the
email addresses of the 12 parents directly in the email you write?
Furthermore, if you'll use Gmail for that, you can add those 12
addresses to a single group (see your Contacts section) and just send
to that. No need for a mailing list or a Google Group if only you will
send email to them.
