The technically savvy can implement solutions in any number of ways.
I've put this suggestion out in the public eye because of my experience
setting up and administering wiki's for both commercial clients and
non-profit organizations. What I've found over the past few years is
that the vast majority of users require an enormous amount of
hand-holding and training for things that you and I might consider
trivial. Most of them can, however, use email. These are not dummies,
many of the folks I've been working with have graduate degrees -- just
not in computer science.

As to quoting, my experience is that even an implementation as clean as
Gmail is a *very* poor substitute for collaborative editing.
