You can develop locally, but the application you write must be
available on the internet for surfers to use, see the Help and Terms of
Use.

If you want to develop locally you will have to setup a webserver, such
as apache or IIS, to be able to serve pages from a directory and
present them to the browser just like any other webpage. Search this
group (or even the internet at large) for 'localhost'.
