Yes, this is how I hope it will work too.

As for "trusted" sources and such, I think a liner progression system
would work well.
eg. The more high-rated content you submit, the faster the approval
process is for you.
(high-rated being by users, of course...comments and rateings are
essiential!)

Likewise, people that "spam" they system, or upload copywrited or dodgy
stuff, get penilised
and have very low priority in the approval process.
