Anyone who runs windows update regularly has .NET 1.1 installed. And yes C# plugins use more memory because they have to load the framework as well.

Donny, I've heard that only a limited percentage of the 90% end-users
who use the Windows platform have .NET installed and also that C#
plugins require a lot more memory than the C++ plugins. Can you, or
somebody else, confirm this?
