You need to set the zoomLevelOffset of the map type. So, in your case:
yourMapType.zoomLevelOffset or map.mapTypes[1].zoomLevelOffset

I believe you also need to increase the numZoomLevels as well.

I think the only thing zoomLevelOffset does is change the zoom level
for you when you switch map types. If you only have one map type, I
don't think there's reason to have the offset at all. Correct me if I'm
wrong.
